Constitution of the World Federation of cultural and artistic circles

The fifteenth member congress must have 2 / 3 members to attend. Its resolution must be passed by more than half of the delegates.

The sixteenth member congress is 10 years each. Due to special circumstances that need to be advanced or postponed, the Council shall pass the vote by the Council and submit it to the Art Federation to examine and approve. But the maximum extension of the change is not more than 1 years.

The seventeenth Council is the executive body of the member congress, leading the group to carry out daily work during the session and be responsible for the member's Congress.

The powers of the eighteenth Council are:

(1) to implement the resolutions of the members' Congress;

(two) the election and removal of the vice president and the Secretary General; the election and removal of the executive director;

(three) preparation for the convening of a Congress of members;

(four) report the work and financial situation to the member's Congress;

(five) determine the absorption or removal of members;

(six) the decision to establish offices, branches, representative institutions and entities;

(seven) the appointment of the deputy secretary general and the principal responsible persons of the institutions;

(eight) to lead the organizations of the group to carry out their work;

(nine) the establishment of internal management system;

(ten) decide on other important matters.

The nineteenth Council shall be able to hold a party of more than 2/3, and the resolution shall be passed through the vote of the Council member 2/3 or above.

The twentieth Council convened at least one meeting every year. In particular, it can also be held in the form of communication.

The twenty-first group set up the Standing Council. The Standing Council is elected by the Council and exercised eighteenth, first, third, fifth, six or seven and eight or nine terms of authority during the Council's closing session, which is responsible for the Council (the number of executive directors is no more than 1/3 of the number of directors).
